Multi-Rebar tagging does not work for rebar at an incline in plan view. The workaround could be to use more-than-one-view to show this tagging info, like a plan view for rebar that's not at an inclined plane and a section view for rebar that is. These two views could then be shown together, side by side on a sheet.
Alternatively, if you were to take a section view that runs parallel, it creates a plan-like section and the Multi-Rebar annotation works. But I don't know that that gains you anything. It's still a second view:
Or if it all needs to be on the same view, rather than multiple views, then manual annotation is a possible workaround (albeit laborious, I know).
This sounds like an important wishlist recommendation for you to please post to Revit Ideas. There, others can vote for the idea. Revit product managers and developers review these recommendations. The more votes an idea has, the more likely it is to make it into a future version of Revit.

Multi Rebar Annotation is Possible. Follow these steps and it will be done
1.Open a section in this section 1 of your file(That is what i used)
2. Draw an annotation line perpendicular to the rebar center. Rebar centerlines are aline to the surface of the host.
3. Pick the section cut tool and initiate a Detail View paralle to the annotation line.
4. Open the Detail View.
5. Select the Multi rebar tag(Align Multi Rebar Annotation) and tag
