Help with wall constraints

The top constraint I just applied - "up to level 1" - should not be invalid for the level, as far as I can make out?

Level 0 = 0mm and Level 1 = 3600mm, There is no other element anywhere.

 

The default constraints on any level are always similar to this, i.e. -4000 base offset from level 0 to level 0 on level 0 floorplan, or -4000 base offset level 1 to level 1 if I am on the level 1 floorplan. I  have created 3 new projects and even used a structural template but it is always the same problem.

 

And if I do manage to fix it for the singular wall I am placing, the default seems to be locked to the problematic version, it does not adopt what I've just told it to do as a new default.

 

As you may guess, I am a beginner.

Its because you have Depth selected in the Option Bar so the wall it looking to go  Downwards so not meeting its constraints, if you were drawing it on Level 1 it would work or try again and change it to Height

if you leave it and just draw without editing the Properties and use the defaults, once drawn it can then be edited in the Properties Palette.
