Framing Tag - Not Aligning to Modeled Element

I'm currently working on a project where we model all 3D elements in one revit file, then add annotation in another Revit file with the modeled content linked into it.

Framing tags work just fine in some portions of the building, but for this particular view shown in the screenshot, the tag will not align to a diagonal or skewed beam.  Any ideas why the tag is behaving this way in this particular view?  Scope boxes are being used in all views.

Edit the family and make sure the Rotate with Component is checked.

It's checked... I don't think it's the family, because the tag works fine in other views with skewed beams.  It's just this particular view for some reason.

Can anyone think of a reason why a view would create this behavior of the tag?

This can be ignored - The issue is resolved.

Lol - I'm not entirely sure.  I deleted the view from the sheet, then placed it back on and everything was fine.  I think Revit just wants to pick a fight with us every once in a while.

Ok this problem is still happening.  It was fixed, but now the tags all of a sudden won't align again.  It has something to do with the view... can anyone think of how a view would affect the tags behavior?

Again, this is a Revit file where we are tagging a linked file's elements.

Thanks!

Unfortunately I can't share a model.

Here's the fix though.  The views that are having this issue with the tags not working are dependent views of an Overall view (tags work just fine in the Overall).  For whatever reason, I have to open up the overall view, before I open up any other dependent views.  If any of the dependent views are not showing the tags properly, click on the tags in the overall view then go back to the dependent view and select all the tags, then escape.

Why this works is beyond me.  Seems like a glitch Revit needs to address.
