Are you trying to rotate the family instance vertically or horizontally? If vertically - Edit the family. Make sure that Always Vertical is checked (I know, it sounds counter-intuitive!)

Your screenshot isn't very clear - which part is not rotating to the 33.02 angle? It looks as though the tee has rotated?

You've obviously been able to rotate it somehow to get it into its current position.

What prevents you from rotating it further?

Do you get an error message? If so what does it say?

If you upload the family someone could examine it to see what the problem might be.

The fitting doesn't work when included in pipe routing options.

It also doesn't work when placed manually (doesn't break into pipe):

It has been set as "Workplane Based":

Untick Workplane Base and tick Always Vertical and it will work.
