Solved: R21 BIM Project won't open

I have a R21 BIM project that some folks can open just fine whereas others at our company can't and have never opened the project. All hardware and R21 patches vary for those who can and can't open the project. It takes those that can open the project around 1-2 min to open. For those who can't, can leave Revit open for 2 hours and it never gets past a certain percentage on loading a link. The project is only 500ish MB in total links and all.

Below is a list of things I have tried to no avile. At the time of this post I am currently reinstalling from a Clean install. Does anyone have any tips on how to remedy this issues?

Tried:

Delete CefCache Files

Close all Revit products.
Go to the CefCache folder. As an example, for Revit 2021 this folder is located in C:\Users\%USERNAME%\AppData\Local\Autodesk\Revit\Autodesk Revit 2021\CefCache.
Delete all contents within the CefCache folder.
Open Revit.
Check to see if access has been restored.

Remove paths to Recent Files

As an example, for Revit 2021, the Revit.ini file is located in C:\Users\%USERNAME%\AppData\Roaming\Autodesk\Revit\Autodesk Revit 2021.
Open the Revit.ini file in a text editor such as Notepad.
Find the Recent File List line:

Delete all file paths.

Note: Revit stores paths for up to 15 models.

If access has not been restored, then use the following steps to complete a Disk Clean-up

Follow the steps on using disk cleanup to remove other files: Disk cleanup in Windows .
Check that both "Temporary Files" and "Temporary Internet Files" are selected in the Disk Cleanup dialog box.

Also deleted everything in the TMP folder on my user profile.

New Domain Profile with the same Desktop Connector Acct.

Changed Company and role as Project admin with Full access to all possible folders.

I also got a few API errors, three in total but they seemed not relevant.

Can't open the locally downloaded .rvt

Some Mech and Elec user can open the project and some cant. I tried splicing files from a user who can open the project into my colab cache.

Clean uninstalled R21 and Desktop connector and deleted all TEMP folder items.

Thanks for your suggestion and reply!

I had spliced files from a user who could, to mine as I was not able open the project. Some of the steps were a bit different than what I followed in my docs but after the clean uninstall of Revit and the Desktop Connector I was able to open it on my end. If the two other folks who can't open it aren't fixed post clean uninstalls, I will give you link a shot.

Able to get the other user who also could not open the project to open it after these steps.
