Family reference planes accessible in Legend Components

When placing Legend Components, I would like to be able to access Reference Planes which I built into my families as I place dimensions. I regularly use the Is Reference property in the family editor for my Reference Planes, yet as far as I can tell my Legend Components act like these Reference Planes do not exist in the family. This inhibits me from easily placing dimensions to locations of a component which do not have physical geometry at their locations, such as centerlines. I understand I can place Reference Planes in a Legend, but this step seems unnecessary for placing some dimensions since Reference Planes can be part of a family.

In essence, I would like to be able to attach a witness line of a dimension to a Reference Plane in a Legend Component which has the Is Reference property set to anything but "Not a Reference" similar to this capability in model views (floor plans, elevations, sections, etc.).
