Dimensions position in break section

If you dimension in a view and break the view, there is no way to move around the dimension after.
We have to position the dimension before breaking the view and that is annoying.

View breaks tend to have odd behavior in general. When placing Revision Clouds across boundaries you have to break them as well.

View breaks in detail callout views can be quite hit & miss when you have dimensions displaying across the split view. This makes dimensions hard to move or select.

• Dimensions position in break section 
• be able to edit dimensions or add additional way to get to Dimension Text dialog (to edit Dimension's text)
• be able to Turn off the Crop Region without removing all View Breaks
• fix issues with other annotation crossing the break (such as Revision Clouds)

• non aligned sections - be able to "bend" the cut plane
• View Region Breaks - Allow Both Directions
• Section Box Break - Move Vertically [ARCHIVED] - move in BOTH directions (so can line up a cut diagonal member)

This may just be a bug (2020.2.6), but having the ability to modify a dimension which is spanning across view breaks would be helpful and quite necessary with enlarged detail views.
