The idea is to create detail lines in a locked 3D view. As sometimes this makes more sense than 2D plans. And as everybody encourages you to work in 3D, why is it not possible to create 3D details with extra information?
While I would not mind having detail lines enabled to annotate locked 3d views, for now you can always put the annotations into the sheet you are putting your locked view on. Perhaps you could mock up what you have in mind in paintbrush to illustrate your idea?
