Do you mean that you can't see the points that are created or that you can't create the points?

Explain a bit more.  Is there a warning?  Does Revit say the toposurface can't be placed? Whta happens when you try to create the points?  Perhaps you're placing points, but just cant see them?

Are you in a site plan?

Are toposurfaces switched on in the VG?

What are your View Range settings?

Are you in a workshared project?

So to clarify, you can't see the points that you're placing.

Check the possibilities that I suggest in the previous post and see if that helps.

What's the View Depth?  Should be below the level of the surface you're trying to create.

Try this:

As before. create a toposurface form the Massing and Site menu.

If you don't see the points that you place, place some anyway, anywhere.

Click on the green tick mark to complete the surface.

Go to a 3D view and check under VG that Topography is switched on and check if you see the flat surface.
