Undo a Split Region

When I set up the split regions on the wall below, an additional layer was added beneath the 2 layers that are supposed to be above each other (layers 5 and 6). How do I remove the split regions and start all over? DELETE is grayed out when I select either of the highlighted layers.

Thank  you!. For some reason I was thinking 'Merge' only worked horizontally.
