One is selecting a Room Tag and the other is selecting an actual Room.

When selecting elements in a congested area..hover mouse over and USE TAB key to cycle through all the elements. (not just for Rooms and Tags)

tutorial does not indicate where to pick room or room tag

though the tutorial video shows only a single tab input, but i entered countless 'tab' to arrive at the constraint properties. any idea how i can fix this?

To select a Room, hover your mouse over the Room Tag and TAB (usually twice) until you see the blue color of the room and the cross lines, then click to select. 

 

It also  helps if you turn off Face selection so you don't select a Floor (if there is one at the room) by accident.
