I want to control the wall fill on some walls. The Generic walls at the orange arrows below are are assigned the Default Wall material which doesn't have anything assigned to that category for cut patterns. The View Specific Elements Graphics for these walls are set to By Material. The walls are still showing as filled gray in Hidden Line mode. What else could be controlling this please?
The walls are set to New Construction phase. If they're being controlled by Phase Falters, shouldn't they be solid black based on the settings below?
Sounds like conflicting overrides.
It may not always be clear which method of override takes priority over another method, that is, which method "wins" in determining the display of the element. The following list may not cover every scenario, but it includes some common overrides. (1 is the highest priority and 10 is the lowest priority.)

Ah, then its your V/G overrides / view template.
Phase overrides are also determined by the phase filter, so you must have a filter applied that doesn't override new materials.

Wall are New Construction but what is the what is the View's Phase Filter set to. Also, what is the Detail Level of that View? Just contemplating the possibility of a Coarse View Fill/Pattern (under Wall Type Properties).
VG settings are blank. Phase Filter set to Show All which says 'By Category' for 'New'.

None of your filters have "New" set to "Overridden". So its not changing any of them.
