Transparent image/dwg in titleblock is solid in sheet

I am trying to put a watermark style logo in our company template and im ready to tear my hair out. First i tried a simple filled region, but this seems to mask certain items in the sheet. So following some advice i have tried with a transparent photoshop image, which comes into Revit fine, but once loaded into the sheet, goes back to being solid??

This also happens if i import a dwg that contains the same dwg. Absolutely infuriating that its so difficult to do something so simple!

 

How on earth can i just add a transparent logo to the titleblock/template?

Make the Raster image opaque (e.g. 50%) in Photoshop and then place on Revit Sheet in Foreground.

I am fairly certain this is what i have done, the image is exported as a png at only 10% opacity. It looks correct in the titleblock family, and plots to pdf correct, but is solid in the project sheet.

Put it directly on the sheet(s) in the Project.
