Top elevation of the run should not be less than value of "Extend Below Base" ???

I'm trying to adjust the end height of a run of stairs, and it keeps giving me the error "Top elevation of the run should not be less than value of "Extend Below Base"". I have no idea where the "extend below base" parameter is that it's referring to.

Weird, when I click on my stair run, under the construction bar, I only have the Begin with Riser and End with Riser parameters. There is nothing about Extending Below Base.

When I go to "edit stair" and then click on the run I want to edit, I get the following window.

Why those values for Relative Base and Top Height?

Add/remove risers at the bottom end by control or change the stair run's "Relative Base Height" parameter in the properties palette.

In the image I shared, that is the properties window on a run of stairs that is part of three runs to get from one level to the next (the stairs encircle an elevator core), so the base of that run is based on the runs before it. For whatever reason, the stair is not going all the way to the top. I need it to go up to 13'6". I need it to have 21 risers, but it's stuck at 18

Have you set the Desired stair height or Top Level/Top Offset properly?  Sound like you are trying to draw a stair taller than what you set it for.
