Who to Create This Stair Nosing ?

I'd do it as a Tread/Tread Profile -- not Nosing.  

...the bottom screenshot looks prefect.  What's wrong with that one?

Change Nosing Length to match the profile dimension.

I have done it as per your Suggestion, But I can't remove the Stair edge .. see attached Snap

Also, Tell me how to apply materials for Nosing?

You want to remove the nub you've circled in you screenshot?  Open the Tread Profile Family and remove it and then reload the Profile into the Project.  That'll do it.
