Revit Files

In Revit 2023 when I open a Revit file from my computer it automatically opens up a new Revit program.  It doesn't open the file as a tab in the program I'm working in.  Is there a way to change a setting in order to open the file as a tab?  I know I can open it as a tab by opening the file from within the program.  In Revit 2022 I used to be able to click on a file in my downloads and it would open the file as a tab.

I just tried it on my PC, which is pretty much an out of the box install. when I double clicking on a file or dragging and drop the file on the desktop icon, both open Revit with the model as a tab. if I double click a second file it opens a second tab in the current session.

If you double click on another file type, does it open the file or only the program?

It opens the file in a new project, not as a tab. So if I double click a
file in my downloads, while having a project open, it will open a
completely new project, where I can't "load the file into the project"

Drag the file from Windows file explorer onto the working Revit window.
