Revit 2019 won't let me add new Levels

Does anyone have any Ideal why Revit 2019 won't let me add new Levels? 

I have tried everything I know " Elevation TAB and Level button is Grayed " even if I open a new project.

Elevation View is Grayed out, as well as Datum.

Tab grayed out because it isn't the current View.  Level tool grayed out because one cannot be placed in the current View.  

 

Double-Click on the grayed-out "Elevation" TAB, and then type "LL" and draw Level.

You need to go to Elevations (East/West...) then you can be able to create level.

check in the properties if there is a assigned view template and set to none and see if helps. thanks

You are still in a 3D view, Right is just the view facing right. Open an elevation from the browser.
