Top right of your image, do you see the Set work plane command? Use it to set your work plane to a Level.

What does it do Set Work Plane command - how do we use it?
Could you give some details?
For example, you want to model in place a picture frame on your wall, instead of creating an extrusion from the floor, you can create it from the wall. Set the work plane on the wall and create the model. You may also want to draw some model line on some face, you need to set the work plane first. It can also be useful if you want to measure in 3D View, for example if you want to measure the distance between the floor and ceiling, you need to set the work plane to a vertical face that perpendicular to the planes you want to measure. You need to set the work plane back to floor level if you want to model floor, roof, ceiling etc in a 3D view.

I set View Range no the bottom, but still does no help...
I suspect the Column Category is turned off in the View. You can quickly verify by clicking on Reveal Hidden Elements (the Light Bulb icon) on the View Control Bar at bottom. If Columns show up in red, you can select one and click on Unhide Category, and then turn off the Light Bulb.
