Revit 2018, I cannot change the Top Constraint of any walls, cannot change to unconnected, ans specify a height.  Problem persists on multiple files opened and on new walls or existing in the model.  How do i repair?

Sounds like the wall tops are joined to the roof. Select the wall. In properties, change top constraint to Unconnected. If this is not the case, then please share a file.
