Could anybody tell me what setting might stop these panels from hanging over?

It's hard to tell from your picture...
It's looks like a curtain wall issue and not railing. can you share few more screenshots with the "properties" in it so we can help you?

You are using baluster panels and they must be of a fixed length. You either draw the railing with the perfect length so it ends where a panel ends, or set the last panel empty under the baluster properties and draw it using an in-place model.

Go into "Baluster Placement" and change your "Justify" setting (to: "Beginning" or "End"), and set "Excess Fill Length" to "None".
