I recently got a brand new i7, Geforce laptop with Win10 updated VGA drivers and all and installed Revit 2017.1. Still same issue. Uninstalled Dynamo and the QAT is back above the ribbon.

engenharia.fabricio you are a genius my friend! I'm using 3ds Max 2014 (yes I know its old but i'm still learning) and had same issue with no Quick Access Toolbar in Win10. Found your post in a Google search and looked at your solution. Had to translate the linked article from Portuguese, but I got the drift of it, changed "title bar color" in Win10 settings and voila, it worked.
