Problem with Place on Face Family
I still am not understand what you CAN'T do. I can move your family up or down or left or right without any problem.
Some face based families are built "lying down" in the template file. Each kind of family interacts with the "face" differently. A ceiling fan is built upside down for example. The face host in the family file is a neutral surface so orientation like top or bottom depends on what the family is meant to represent. The face could be a ceiling, a floor, a wall, a desk top, a roof etc.
So with this urinal family it is oriented in the family editor how it is related to the face in the template and Revit will place it in the project according to the face you select. If you select a floor the urinal will by lying down. If you are careful to select Vertical Face from the options on the ribbon you'll find Revit will place the urinal upright on the wall instead, as shown in the images @ToanDN shared.

Select the Urinal, change its elevation offset in the Properties Palette.

What do you want it to be offset from?
Change the parameter for Elevation from Level , I was paraphrasing in my previous reply.
Separate but related issue, I see the Host parameter reports: <not associated>. That suggests the urinal is not properly hosted by the wall face yet. Select the urinal and then use Pick New (ribbon) to allow you to select the wall face. The Host parameter should list something other than <not associated> if you're successful.
I downloaded and looked at the project file you shared. The face based family that @ToanDN created and shared works as expected in your file, either hosted by a wall face in the project or a wall face in a linked model. I can move it up or down with the move tool as well as enter different values in the Elevation from level parameter, even changing the Schedule Level parameter. It's hard to know what is preventing you from doing the same things. Perhaps a video of you trying to do the tasks so we can see what steps you are taking?

Most of the tasks we need to accomplish with Revit MEP can be accomplished in a plan view. Working in a plan view for Level 2 based on the file you shared refer to the following image. It shows the Place on Vertical Face option is active, it is used to ensure the Urinal family is placed on the vertical face of a wall. I've placed two additional urinals on the wall next to the one that isn't hosted at the moment because I don't have the linked model your sample was using.
Then I used the Pick New button after selecting your urinal and placed it on the wall next to the two that I placed earlier.
When I examine the urinals in the North elevation I can select any of the urinals and provide a new value for the Elevation from Level parameter.
I've attached the version of the file you shared after doing the above tasks. Have a look at the file to see if you notice anything that works different than before.
