Phasing pull downs aren't working. (Not able to see or change phase)

This is not a file problem, as I have tested this with multiple files on my machine and with my primary file on other machines.  I can't get the phase or phase filter pull down to give me any options.  It will display the current phase of an object but I can't change anything.  

The exact same file on another machine works fine, with the new and existing phases showing up.  I have opened the sample projects and I'm having the same issue.  

Oddly, the software has been asking me to activate it as well even though it's been activated before. 

I tried to repair the software, then reinstall, then uninstalled and installed again.  Same issues each time.  I can't figure out what else I can do as this seems like some kind of global setting issue, but no one seems to be aware of how that can be the case.  

Any help is greatly appreciated.

I had not added any to the views.  The default setting is Show All.  I can change it in the View Template dialog box but not in the pull down.  

It's like no pull downs work in the Properties dialog box.

If View Template is None, then that answers my question. It's not related. So, can you set Phase Filter to None?

Changed the phase filter in the view template for plans (the view I'm in) and changed it to none.  But it still won't let me change the phase of an element in the properties dialog box.

what? How many phases do you have? 

what a minute...did you say you are working with design options? Check your VG and tell me the settings you have under Design Options Tab.

But this file opens and works fine on 2 other machines.  

And I can't change the phases of elements even in the sample projects. 

So it's not the file, it's my software I believe.  I seem to either have a setting on my software setup incorrectly or there's an issue with the software.

Phasing is a view setting; are you saying all views are affected? That is, you are unable to control Phase Filter and Phase in all views?

Only thing under design options is main model

Seems to be.  No matter the model or the view.  Can't change the phase on anything using the properties dialog.

Nevermind about Design Options. My mistake. It's not correlated. Still, would like to know about my last question: is each view's Phase controls locked up?

Create a new Windows user in your computer, log on and open Revit, see if the problem persists.

Tried that and I still can't change the phase in the properties dialog box.  

It was working last week, so any change in settings was inadvertent.

It's not the file settings, which is especially frustrating since across the cubes here it opens and works just fine.

2016. Yes and Yes.  Locked up in every view in any model I open.  

Same models work fine on other work stations.  And the model (project) I have been working on was working just fine up until late last week for me.
