You can use a family generic model.rfa and create either extrusion or sweep profile to achieve the design of your fence. Thanks

Line based generic model. What kind of fence are we talking?

For Chain Link a line based solid panel with a hatch pattern on its surface and nested posts set with parametric array. Or parametric array for nested posts and nested panels.

Curtain wall, railing, adaptive family, line based family.  There are lots of solutions and one may suit better than the others depends on what you need.

I have been supplied with a 3d line that moves up and down and left and right around a boundary- following the surface.

The current workaround is to use the nodes a post locations and extrude up the lines in ACAD to form panels, then extrude them across to give them depth.

I would prefer to creat a fence and posts in revit so I can have properties and bim data attributed. I have tried creating a sweep in revit but it doesnt follow the ACAD line in full 3d, its as if it projects it onto a plane. Photos attached.

Based on what you described I would go with adaptive family hosted by divided lines. Do a search for Alfredo Medina's adaptive fencing, I think he has the best tutorial so far. If you can't find it, I can put together a simple screencast tomorrow.

Thanks for the pointer to Alfredo Medina adaptive fencing, very helpful- however I am still stuck trying to create the fence points from a 3d acad line with node points(attached and zoomed out- the points for posts vary from 2- 2.5 metres apart.
