This article is for 2020, and the Licensing System Error number is "22", not "3", but the Failed to locate Adls bit is the same, so perhaps the suggested solution will work for you. Should not take more than a minute or two to do what it says, anyway.

If the Autodesk Desktop License Service was already running and set to Automatic, you may want to make certain you have the latest updates to the Autodesk Desktop License Service and the Autodesk Single Sign On Component, as outlined in this article:
If that does not help, try rebooting and then try running Revit again. (The reboot has helped get Revit going again for two of my 2020 users.) Then try the items in the advanced troubleshooting section in that article.
