how to know the date of the last modification of an element ?

In general there is no time related to an element in Revit.

Maybe you can have look at THIS blog (The BuildingCoder) entry of Jeremy relating to tracking elements by programming the Revit API.

If your original question was already based on programming the API, then it would suit you better to post in the Revit API forum.
