Keynotes not showing on sheets

I've had problems with some of my keynotes not showing on sheets even though they are on the sheet in Revit 2017. I've had this problem consistently no matter what I've done. So, I've upgraded the model to Revit 2018 with the latest update 2018.3.1. I'm still having the same keynote issue. I have to go through each sheet and uncrop, then recrop my views to get the keynotes to fully populate by what is shown on the sheet. I've tried to recreate a new Key note legend, and it still doesn't work. The only thing that seems to work for me is going through each sheet and recropping the views. This is nuts. I have been using Revit since 2008, and I haven't had these kind of issues until 2017 came out.

There is a known issue regarding Dependent Views, which can cause the problem you are experiencing.

I do not know of a fix for Revit 2017; not sure if it has been fixed on newer versions? ( I doubt it.)

Our solution has been to NOT use Dependent Views.
