this is probably a little late in the game but why didn't Autodesk, when they reformatted the fonts for the release of 2017, added the option for stacked fractions?

and why they have not done so since?

Because Revit utilizes True Type fonts, stacked fractions only work if it exists for the font or a symbol.

So..we need more symbols.  There is a few ideas already for stacked fractions:
