floor shows beyond plan view range

So I noticed a floor was showing beyond view range in my project. I recreated it using a blank new project (attached) and it still happens. 

 

In the Test project I attached. See "First Floor" plan. There is a floor showing that is on "test level" which is 3'-10" below the First Floor! If I move it lower, past 4'-0" it finally disappears. I also tested it with other levels like T.O. Footing. 

 

I'm wondering, why would Revit decide to do this? I'm trying to understand the logic/benefit because it's breaking the rules of the view range.

If you open the help for the View Range you will see there are exceptions to the normal rules. Floors are one of those elements
