Hi,

 

When I insert a family into the project it automatically goes into the underlay. I can't find the underlay settings in the properties.

Are you working in a MEP Project ?

You might insert them in Mechanical for Plumbing Floor plan.

 

Revit has underlay option in Floor plans to refer other levels .

yes, I am working in a MEP project.
When I insert a hanger family into my project I cant select that hanger without enabling the select underlay elements. The family is automatically going to underlay.
I want to know how to avoid this?

I think your hanger family belongs to another discipline.

for a example lets say you are working in a plumbing plan.

but the hanger family category is  generic family . Then you can not select the family.

 

you can change your hanger family category to pipe accessory  from family editing

or just change floor plan discipline to coordination.
