Dimensions strings need something to snap to...when lines are not parallel to lock on to their surface or axi, you would need to improvise a workaround. Example:

If you want the shortest distance between 2 arcs, turn on center and draw a line though, split the arcs as @RDAOU suggested at the intersection. Then delete the line.
You can also place a shortest dim between to arcs without splitting.

Thanks for the previous answer. I had another question. What should I do if I want to measure between a curved line and a point or straight line?
For aligned dimension, the tool always works perpendicular, in the case of a curve it goes to the tangent, so if you want to determine directions, just make an auxiliary line (I used a detail line) just to tell the tool the perpendicular direction, put the dimensions and then delete the auxiliary line.
If you want to use the arc length dimension, you need to select ther arq then the begin and the end, to say "i want dimension that arc, from here to there".

Same method. Dimension from the center point the desired point or the line, then edit witness line to add the arc and remove the center point witness.
Were you too shy allow screencast to record the 23 mouse clicks needed to place a dim without splitting? 😆
