Can you modify a graded region topo after selecting finish surface?

I have a project on a large sloped site. Due to the complexity of the contours, when I graded the site I pressed the finish surface check mark, saved the new surface, and then began to edit but I do not see dashed contour lines where the site has been modified. Do you have to do all of the grade modifications at once? I can't seem to find an answer anywhere else.

(When I have the view phase filter set to Show All, I can see dashed lines where the existing was not modified, and only solid lines where the new contours are.)

Sounds like you created a Graded Region Copy and are modifying the wrong Topo. Did you create a Graded Region Copy?  

...in other words, it sounds like you have two overlapping Toposurfaces.  Do you?

If you created the topo in the Existing phase and graded the region in the New phase then the dashed lines you are seeing are from the demolished original toposurface. Open a 3d view, set to wireframe, and set to Show All then you will see it more clearly. It has nothing to do with you modifying the toposurfaces or not.

When you select the "graded region," it creates a second topo off of the original existing one and the existing one is then set to demolished in the new construction phase (through Revit). I've modified the one created in the new construction phase, and the existing topo shows correctly when the view phase is set to existing. They look as they should except for that I'm not seeing the "previous" (where the lines where before modifing them) contour lines when viewing the new surface.

The dashed lines I'm seeing when I set the phase filter to "Show Demo +New" indicate the remaining existing contour lines as dashed. I understand they are demolished, but I'm not seeing the demolished lines where the contours where before they were modified (the solid lines over the parking lot are new contours, you can see where they attached to the existing, but not the entirety of the pre-construction line).

You are not seeing some of the demolished lines because they are below the new graded region.  Change the view to wireframe you will see them.  Again, if you look at a 3d view showing all, it would be more clear.
