Can't change dimension.

For example if  I it try to change this value "2126" it give me this error.

One more problem is that the dimension isn't changing to one that I wrote,for some reason if a type 800 it changes to 1387.4

Assign that dimension to a parameter, then change the value of the parameter.

and you may find that distance already locked and constraint..

Did you even try unpinning the Centerline?

The pin is the only thing preventing you from changing that dimension.  Or was the question how to add a label to a dimension?
