Is there any way to do this without changing the type of elevation globally across the project or printing at a different scale

To change the scale and look of an elevation marker without changing the type, you need to create a new level head symbol. *Note: this will change the look of all level markers of that type in the project. Alternatively, to make a new and separate level head, duplicate the type under edit type, create a new name and follow the next steps.

1. The screenshot below is the edit-type dialog for the level head annotation from the Revit 2025 architectural template project. Go to an elevation or sections where you can see the annotation > Select the level > Edit type. Currently, the default "Level Head -Circle" is selected.

2. In the project browser, locate the family "Level Head - Circle" under the annotation symbols category. Right click the parent family > select edit.

3. This will open the family editor. While in the family editor, you want to "Save As" with a new name and edit the family per the size and look you require. Then, load into the project. Lastly, change the symbol parameter in the edit type dialog of the level from step 1 to the new symbol.

I think the best solution in this case would be to just draw it as a detail item.
