Since I began using 2024 for a project I've had this issue. I select the print list (~100 sheets) with a manually edited print order. The set will print (bluebeam) with 2-3 sheets missing AND/OR random unwanted sheets. On top of this, at least 2-3 sheets will be out of order. Finally, the bookmarks, which are automatic when printing, will be completely out of order. Deleting and haveing bluebeam scan the sheets for bookmarks again gives the same incorrect order. Which leads me to believe this is a revit meta data problem, not a bluebeam problem. Finally, this happens across multiple large print sets.
So every week when printing a set I am manually reordering sheets, bookmarks, and checking sheet by sheet for missing content. It adds like 30 minutes to a task that should take 2 minutes.
export to pdf using a sheet set and edit print order, also, it is very helpful to use a file naming rule in " file name "

I am doing both of those things by default. It's a large print set that needs to be reprinted every week, for the last 6 months. So the saved print set and order have been in use all that time. I occasionally make changes, adding or removing 1-2 sheets. The problem is that there are random quirks and inaccuracies with the print every time.
What I've done this morning is create a totally new print list from scratch. The sheets and order are the same as the old print list. This one came out in the correct order, with the correct sheets. However the automatic bookmarks came out in the default order (browser organization I suppose). When I deleted the bookmarks and redid them, they came out in the correct order.
This seems like a Revit problem, this is the second printing issue I've run into since I started using 2024 this year. Both seem to be a problem with some meta data that Revit is hanging onto , and not showing to the user until the print comes out.
