Building Pad Not Cutting Topo

The building Pad is highlighted in the above image. Shouldn't this be automatically cutting the topo surface?

Yah, there is something definately weird going on here.  Clipboard Copy/Paste the Toposurfaces and Building Pads to a new Project and you'll see.  

BTW: the Project is very unstable for me.  You might want to do some clean-up. Resolve Warnings, Audit, etc. FWIW.  

Try this: Edit Toposurface and place some ZERO ELEVATION Points RELATIVE TO SURFACE around the Building Pad.
