Ability to read/see raster images through linked CAD files

C3D is able to read raster images that are georeferenced . 

Revit needs to have the ability to see these raster images when C3D file is linked in

What image file is the civil3d uses? Is it ECW file?

the raster files are mainly JP2 and J2W - TIFF and TFW

TIFF should work. The other format will not be able to read when linking into Revit. So try covert the image to TIFF
