Cannot create new Phase in Revit 2015

I wanted to create new Phase using API, However I am not able to locate the method for the same. Can anybody please indicate the way to create new phases in Revit. Our plug-in does some phase management with external project like create, map / rename and delete phases.

Don't believe there is an API for this...

The Document.Phases.Append requires a new instance, but there is no "new" method... also no Document.Create.New**** method...

Even we cannot access the DESCRIPTION property of the existing Phase using API
