Create city square

Hello everybody,

I don't have much knowledge when it comes to advanced modelling in maya, and i'm trying to create a "city square" where i want the pavement at the edge of each sides of the road to follow a circle shape in order to create the square, but I don't know how to do it and can't seem to find a close example online.
I've attached a rough idea of what it would look like, any ideas on how i can create it?

If the description above is a little confused, maybe the best way to describe it would be a roundabout. Something like in this thread (midpage). Please any ideas would be great, I can't start modelling the buildings around it if I don't get the street right first, thanks!
