rotate pivot and scale pivot

In 'Display > Transform Display' there are scale and rotation pivots which you can show. When one changes object's pivot point (D / insert key) one can only change both pivots at the same time. Is there a way to change them (using mouse) separately and not together? If not why?

If I'm understanding your issue correctly, you want to have the scale pivot at one point and the rotate pivot another?

The reason this can't be changed is because both tools are linked to the same one pivot point. When an object is created, it's assigned a pivot point or gizmo, this gizmo is the sole controller of how an object moves, scales and rotates.

Yes, pivot editing mode modifies both pivots since that is usually what is desired.

However, pivots are also components that can be selected and transformed independently.

In component mode right-click on the pivot component and select which components you would like to select. 

Then select the pivot and translate it with the move tool like any other component.
