UserInterfaceManager.ExpertMode is "Text off" of Inventor user?

I cant understand your question.

I tried do ExpertMode=true and ExpertMode=false. I did not see, that AI change his behavior of user interface.

Thу ExpertMode probably the classic interface, which existed before the Ribbons. API's help very brief, it is very difficult to guess.
