TAB-key toggle beteween Horizontal and Vertical when either is selected.

When having vertical constraint or horizontal constraint selected in the sketch environment have the TAB-key toggle between both.

If you want this because you (like 99% of inventor users) select the wrong one all the time, I suggest you to download the "sketch plus" tool in the autodesk app store. It automatically recognizes if the point / line should be horizontal or vertical depending on the relative location to each other.

This sounds a bit like the horizontal en vertical constrains of Fusion360. Just one button and the only thing you have to do is draw vaguely in the correct place/orientation.

I've also taken en look at the Sketch Plus tool and the idea of also merging the parallel and perpendicular constraints are also a very good idea! This saves two buttons and a lot of wrong clicks.
