Accepted solution
In sketch mode you can use the normal "measure distance" to get the length of a spline.
At least, when i drew a spline and started "measure distance" on hovering over the spline the box text changed to "length".

How can the length of a spline be used as a reference dimension or parameter?

Hi! There are multiple ways to do that. You may write a simple iLogic rule and capture the spline length value in a user parameter. Or you may create a 3D Sketch -> Include Geometry -> pick the 2D spline curve. Add a length dimension to the 3D spline. A driven dimension will be created.

Many thanks!
