Rack and Pinion help

I have a rack driving a pinion dirving a rack.  When I create just these parts, the one rack drives the other rack just as intended. 

Unfortunately, the intent is th have the rack and pinion assembly be part of a larger machine, but when I insert it into the larger assembly it no longer works.

Any thouhgts?

You can't make the assembly flexible , and / or use positional views?

If setting the sub assembly as Flexible (required), then Dynamic Simulation Environment will be required.
