No 3d Sketch Inside Assembly?

Trying the frame generator for the first time and can't get "Select Line" to work.  Tried making an extruded box and selecting the edges and that didn't work, tried again with 2x 2D sketches and a 3D sketch connecting them but still no dice.  Verified that I can insert items from content center.

What am I / this program doing wrong?

Edit: title's not relevant to the post, dunno how to delete posts.  The first issue was the 3D sketch dialog took about a minute to load and was greyed out so I made the post assuming 3D sketches in a part where somehow unavailable when editing in context of the assembly.  The above is now the next headache I'm facing

What do you see after selecting a line to place the frame member?

Here's what pops up.  I can click on the lines but it never actually selects the line and places a member

Hi! Indeed, Inventor does not support 3D sketch at the assembly level. You will need to create the skeletal part and place it in the target assembly. Then start Frame Gen Insert command -> pick the 3D sketch lines from the part.

Weird, it actually loaded for me but took a minute or two

Any thoughts on what could be causing my frame generator to not allow line selection?
