Do you have addin/iLogic that trigger when save?
Can user save the drawing with 1 view?
Or no view after new?
We have seen this happen across multiple releases.

Yes; save icons still appear. When clicked on, an error message appears (paraphrased): Drawing can not be saved.
Users have not supplied a screen shot but if it happens again, I will be sure to have them get a screen shot.
Ask user to save often, after each item is added.
See which item cause Save to fail. See if the same item cause the problem.
Hence I ask to save an empty drawing. If user can't even save a new drawing, no reason to keep working on it.
It's about finding where problem is.
User saving files on network drive? Cloud drive? Vault Workspace added to OneDrive?
Check the folder where the file is being save. Are there .newver files?
Our users save to a folder on their local PCs. There are no ".newver" files.
I can ASK users to save as soon as a file is created and that could happen in a perfect environment, but human error takes over and someone will forget to save immediately and already be well into the drawing creation process before the remember to save.
Of course if a user can't save a new drawing, it doesn't make sense to keep working on it. Nobody would do that purposefully.
Saving often also prevent losing everything.
The "Drawing cannot be saved" dialog might have more info on why file cannot be saved.
It might not say anything too.

I believe you have reported this behavior before. But so far we have not been able to reproduce it. I may have offered the same tips but I am really clueless at the moment. Try right-clicking on Inventor desktop icon -> Properties -> Compatibility -> check "Run as Admin."
Also try making the user admin and see if the behavior goes away.

I haven't reported this issue before. Its occurrence is rare but when it happens, it can really ruin someone's day.
