Movement with 1 constraint - Inventor

I have a groundfloor (grounded or constrained part), I place a tank on it with only 1 contrain: Mate between bottom tank, and top groundfloor.

For Meeting purposes, I want to move the tank around, which goes perfect. Is there a way to rotate the tank on it's spot too, keeping the base on the ground?

You could use free rotate.  That would allow you to rotate the part while ignoring existing constraints, then when you update it will re-apply the constraints and leave the part rotated.

You can also add a constraint (mate/angle) and then remove it.

Nothing like: hold shift and then you can rotate in place, or select the axis and hold shift to rotate only?

You can activate free rotation with the G shortcut.
If you set the view to top, you'll essentially get what you're trying to describe.
