I get this error with Inventor 2009 but Inventor 2015 starts OK. Any ideas?

Inventor 2009 was only supported on Windows 2000, XP and Vista.
Inventor 2015 was supported on Windows 7, 8, and 8.1.
You may have to find an old XP or Vista machine to continue to run Inventor 2009.

I thought that 2009 would run on Win 8.1 as long as the latest Service Pack was installed. The only problem is ADSK only goes back to 2010 on their web-site.
I did find this link to older services packs:
It looks like it is possible to download old service packs. I went from XP64 to Windows 7 and then to 10, so I don't have any idea if the service packs will help.

The earliest version of Inventor which was patched to run on win8.1 was 2011. Nothing prior to that will ever work.
