Hey guys I just started using Inventor so this may be an easy question. But essentially I need to place the border edge perimeter from Part ONE unto Part TWO so I can make a hole with the shape of the first part. How do I do this? Do I create a derived part? And if so how would I do this.

Hi! There are mainly two ways to do that. You can derive PartB to PartA as a separate solid body. Then use Direct Edit or Move Bodies command to relocate the derived body.
The other way to do that is to put the two parts in an assembly. Constrain them properly. Then edit PartA in place. Use Copy Objects command -> pick PartB.

There are many ways to do this. I think one of the easiest is just to copy the sketch from the master and paste it into the one you want the new feature. You can edit the sketch by changing constraints or dimensions to adjust its location and size before making the feature. Take a look at the screencast.

That will kill my method, you did not mention that this was a STEP file. Drop back and use one of the other methods proposed.
