Categories Grayed Out When publishing to custom Library

Hi,  I created a custom library and copied the structure over.  When publishing a new part, it only recognises some of the structure path but not the one I want to use.  For instance I want to publish a flange in the Flange category but it is grayed out.  Has someone got ideas to why some of the structure is grayed out/not selectable while others are?

Here is the part that is grayed out....

Whilst here I can publish to other categories like fasteners for instance.

You must author your shape first in order to publish to certain categories. 

Use this drop down.

Did you use "Tube and Pipe Authoring" before publishing? some categories have required parameters, so you can publish in those folders without authoring.
